During the discussion, Denis described the bill as relatively balanced but noted that it is disappointing in certain respects. He explained that the proposed legislation is largely administrative in nature, with a strong focus on strengthening tax administration, improving compliance measures, and tightening revenue collection mechanisms.

Denis further highlighted that the absence of meaningful proposals to ease financial pressure on households, including the lack of the anticipated PAYE relief measures previously alluded to by the Cabinet Secretary for the National Treasury, may leave many Kenyans concerned about the continued economic strain on consumers and businesses alike.
