Lucinde explained that agricultural businesses, particularly livestock owners, are subject to strict legal obligations and control measures during a foot-and-mouth disease outbreak. These requirements are primarily set out in the Animal Diseases Act and its accompanying regulations. Foot-and-mouth disease is classified as a controlled animal disease, which places a legal duty on animal owners or managers to take all reasonable steps to prevent their animals from becoming infected and to prevent the spread of the disease from their animals or land to others.

Lucinde noted that this is why strict control measures are often implemented, including restrictions on the movement of animals and the requirement that all animal movements be properly documented. Farmers must also implement stringent biosecurity practices, which may include halting breeding activities and introducing isolation protocols.

Lucinde added that failure to report controlled diseases or implement the required measures constitutes an offence under the Act. Farmers who fail to comply may face serious consequences, including fines or imprisonment.
