About Clarice

Clarice began her legal career at a law firm in Kenya and in 2010 she joined Carbon Africa as a Legal and Trading Officer. In 2014, Clarice was a Principal Consultant at Stawiri, and later joined Kieti as a Partner in 2017.

Areas of expertise

Experience

  • Supporting the development and drafting of Kenya’s Draft Energy (Mini-Grid) Regulations, 2021 on behalf of the Energy and Petroleum Regulatory Authority (EPRA).

  • Advising on captive solar regulatory compliance in relation to the acquisition of operational (small scale embedded) solar PV plants in Kenya.

  • Carrying out a Legal and Policy review for a Green Finance: Market Readiness and Stakeholder Research in Mozambique Study for FSD Mozambique.

  • Carrying out a feasibility study on the establishment of the East Africa Community (EAC) Carbon Credit Exchange Mechanism

  • Carrying out a regulatory due diligence of Kenya’s waste sector for private sector engagement and a review of cross-border investing under the UNDP-funded Waste Sector Technical, Legal and Financial Readiness for Private Sector Engagement Project (Kenya).

  • Advising the Kenya Association of Manufacturers on best practices for extended producer responsibility schemes and the creation of an enabling legal and regulatory environment to manage post-consumer plastic packaging waste in Kenya.

  • Advising a real estate management company on the collection of water payments in a mixed used development involving the provision of both privately supplied and publicly supplied water.

  • Advising an international climate change advisory and investment firm on the Kenyan law context for the design and implementation of a pilot water Payment for Ecosystem Services Scheme (PES).

  • Advising an international climate change advisory and investment firm on REDD+ in Kenya, the policy and legal framework for forest management and conservation and providing input on the government-initiated review process of the National Forest Policy, 2014 and the Forest Conservation and Management Act, 2016.

  • Advising a commercial farm forestry organization on the legal context for carbon rights ownership and transfer in Kenya.

  • Carrying out a gendered review of financial sector policies and laws in Kenya for FSD Kenya.

  • Providing legal and institutional analysis expertise on a Kenya Human Rights Commission study on the human rights consciousness of Environmental and Social Impact Assessments (ESIAs) conducted in Kenya.
