The Projects and Infrastructure team at Cliffe Dekker Hofmeyr has experience across the full spectrum of finance and project related issues. Our key mandates include public finance, restructurings of state owned enterprises and divestures of state assets, as well as general public commercial transactions.

Public Private Partnership (PPP) specialisation: Our team has substantial experience of representing governments in structuring PPP projects. We are well versed in drafting policy frameworks and enabling legislation, preparing feasibility reports, and procuring, negotiating and financing major infrastructure and utility projects.
Our PPP experience cuts across all key sectors and includes accommodation-based, prisons, hospitals, fleet outsourcing and rapid rail commuter PPPs in South and Southern Africa. Most of these PPPs have been procured under the PPP regulatory framework, Treasury Regulation 16 to the Public Finance Management Act, 1999, the National Treasury's PPP Manual and the Standardised Contract Terms for PPPs.
Financing: We have many years of experience executing all manner of infrastructure finance, including traditional debt lending, project finance, private placements, municipal finance, structured finance and other lending and tax exempt financing structures tailored for the current market. We take a proactive role in understanding project economics and are skilled at crafting innovative solutions to mitigate or credit enhance risks.
Procurement: Proper procurement is key to financings, particularly in Africa. Our procurement team handles all types of public sector bidding, award, contracting and related issues key to various bidding scenarios.
